Oyo State Governor, Seyi Makinde, on Monday proposed a N891.99 billion Appropriation Bill for the 2026 fiscal year, compared with the N684 billion approved by the House of Assembly for 2025.
The presentation ceremony was held on the floor of the State House of Assembly, Secretariat, Agodi, in Ibadan, the state capital.
The former Governor of Oyo State and the Olubadan of Ibadanland, Oba Rashidi Ladoja, the Alaafin of Oyo, Oba Akeem Owoade, the Olugbon of Orile-Igbon, Oba Francis Alao, and several other dignitaries were in attendance.
Tagged the “Budget of Economic Expansion,” the governor said that out of the proposed figures, N389.34 billion would be allocated to recurrent expenditure, while N502.65 billion is earmarked for capital expenditure.
Breaking it down, Makinde explained, “The infrastructure sector takes the lead with N210.02 billion, the education sector N155.21 billion, the health sector N70.81 billion, the agricultural sector N19.99 billion, and other multisectoral sectors are allocated N435.9 billion.”
He highlighted several flagship projects expected to drive the state’s economic transformation, including AfCFTA-focused initiatives, the Oluyole Free Trade Zone, Special Agricultural Zones, dry and logistics ports, the upgrading of Ladoke Akintola Airport, and the expansive 110km Rashidi Ladoja Circular Road linking key commercial corridors.
The governor also noted that the state would celebrate its 50th anniversary in February 2026 under the theme, “Renewal: A Celebration of Where We Have Come From and Where We Are Going,” adding that the state’s greatest resource remains its people and their creativity.
Also speaking, the Speaker of the State House of Assembly, Debo Ogundoyin, described the budget as ambitious, people-centred, and strategically aligned with the development priorities of the state.
Ogundoyin stated that the budget was a product of wide stakeholder engagements across all seven geopolitical zones of the state, reflecting the administration’s commitment to inclusive and responsive governance.
He said, “The 2026 Budget Proposal, as always, is the outcome of extensive stakeholder engagements across all seven geopolitical zones of Oyo State, ensuring that their voices, needs, and aspirations are genuinely reflected in the fiscal priorities for the year ahead.
“The Budget Proposal, with a total outlay of ₦891,985,074,480.70, reflects a bold fiscal direction aimed at deepening development and human capital growth in our dear state.
“As the 10th State House of Assembly, we remain steadfast in our oversight responsibilities. We will ensure that every naira appropriated is accounted for and that every project delivers measurable impact. We will continue to work collaboratively with the Executive and other arms of government to implement policies and programs that uplift our people and transform our state.”
He added, “Permit me to highlight the strides of the 10th Assembly in the last two years. We have passed 32 impactful bills, received and deliberated on 110 committee reports, moved 125 motions, and considered 45 matters of urgent public importance. Notably, we have adopted over 500 resolutions addressing diverse socio-economic issues affecting our people.
“Significantly, the state remains the first and only Assembly in Nigeria to establish a Post-Legislative Scrutiny Unit, further reinforcing our commitment to accountability, transparency, and result-oriented legislation.”
